The competition is set to run every two years, and will skip seasons where there is a Rugby World Cup or British & Irish Lions Tour already scheduled.
Each team plays all six sides in the opposite pool, both home and away, in a traditional league style, and points are awarded for wins and draws, with bonus points possible for the nations that post big scores.
